Julio Moron
Managing Director, OPAGAC

Julio Moron Ayala was born in Madrid on June 5th 1962. He graduated as PH.D. in Biological Sciences in the Complutense University of Madrid in 2004.

Since 2007, he is the Managing Director of OPAGACC.

However, het commenced  his involvement wth the tuna species,  in 1994 as FAO Associate Expert to the Indo-Pacific Tuna Development and Management Programme (IPTP), Colombo, Sri Lanka.

Studies of tuna biology in the Indian Ocean and South-East Asia. Compilation of tuna catch statistics. Design and monitoring of tuna sampling programmes in Philippines, Malaysia, Thailand, Indonesia and Sri Lanka. Maintenance and historical review of the IPTP data base.

Then from 1994 until 1997, he became Chief of the Spanish Fisheries Office in Seychelles.
Monitoring of the Spanish tuna fleet in the Indian Ocean, including the ports of Victoria (Seychelles), Mombasa (Kenya) and Diego Suarez (Madagascar). Negotiation of EU fisheries agreements with Madagascar, Comoros, Seychelles and Mauritius.

From 1997 until 2006, he was Assistant Director of OPAGAC (Tuna Purse-Seine Vessel Owners Organization) in Madrid (Spain).

Scientific Advisor of the Producers Organization. Representative of OPAGAC at the various tuna Regional Fisheries Organizations (ICCAT, IATTC, IOTC, WCPFC). Negotiation of EU and private fisheries agreements. Member of the FAO Technical Advisory Committee of the “Project on the Management of Tuna Fishing Capacity”. Member of the board of Director of the World Tuna Purse-Seine Organization (WTPO).
